On February 11, the instruction conference for the construction of general national medical centers was held online and offline. The offline venue was located in Beijing, attended by Peking Union Medical College Hospital, while the online conference for the hospital projects outside Beijing by each province. This conference was joined by the director of Social Development Division of National Development and Reform Commission, Planning Division of National Health Commission of the People’s Republic of China, Medical Authority of National Health Planning Commission and the persons from related offices and departments, along with experts from medical and health care areas and the directors of provincial development and reform commissions and health commissions as well as the project heads of hospitals. The conference was presided over by Sun Zhicheng, the Deputy Director of Social Development Division of National Development and Reform Commission.
The conference listens to the reports of construction schemes from 8 hospitals including Peking Union Medical College Hospital, Ruijin Hospital, Shanghai Jiao Tong University School of Medicine, the First Affiliated Hospital of Xi 'an Jiaotong University (XJTU), Xiangya Hospital Central South University, the First Affiliated Hospital, Zhejiang University School of Medicine, Tongji Hospital Tongji Medical College of HUST, the First Affiliated Hospital Sun Yat-sen University and West China Hospital Sichuan University.
Lyu Yi, the President of the First Affiliated Hospital of XJTU, made the subject presentations on behalf of the hospital in terms of project planning, representative challenge tasks, project guarantees, implementation of initiatives and work plan. He expressed that the hospital has acted in line with the review opinions, fully promoted the construction of the national medical center “as planned, as scheduled and as required”, and focused on “bottleneck” core technologies to be solved in the national level, since the “instruction” project promotion meeting for the construction of national medical centers was held on September 8, 2021. Among key challenges in the health area, our hospital has summarized nine major challenged tasks. To provide strong guarantees for the combination of medicine and engineering and interdisciplinary research, we have formed the distinctive crossing cooperation research between the medicine and engineering by using science and engineering discipline advantages of XJTU and further integrated with the“6352”project to transform the scientific and technological achievements with Western China Science and Technology Innovation Harbor. Now our hospital has signed the cooperation agreement with Western Superconducting Technologies Co., Ltd., Lepu Medical Electronic Instrument Co., Ltd., United Imaging Group and others for jointly overcoming the scientific research tasks. By the formation of support policies on the operation guarantee mechanism, fund supporting, land support, transformation of scientific and technological achievements, expansion of medical resources and the construction of talents and teams, among others, the construction goal of the international land port hospital has been progressed as scheduled.
Zhao Xinyong, the Chief Engineer of Shaanxi Provincial Development and Reform Commission, pointed out in his speech that the construction of national medical center was in the priority of all matters in Shaanxi Province. It has been highly valued by the provincial Party Committee and provincial government that have always fully accepted, responded to and solve any problems given by the hospitals. The land for project, funds, establishment and supporting policies have been basically implemented. Under the guidance of the above national commissions, the province has formed the pattern of “one city and two harbors” with seven central tasks, and formed the clear planning thoughts of nine major tasks. Liu Junli, the Director of Social Development Office of Shaanxi Provincial Development and Reform Commission, said that the main structure of phase I international land port hospital had been successfully completed, and the land for phase II construction had been implemented so that it could be commenced at any time after the approval of feasibility research.
Sun Zhicheng fully affirmed the schemes reported by each hospital. He said the problems proposed in the previous round were to the point, and the governments and construction units made great contributions in every effort for this purpose with significant achievements. Beyond that, the suggestions made during this centralized instruction will be further optimized and improved. He pointed out that this conference was the last centralized instruction for the construction of general national medical centers. After that, one-to-one instructions and field visit and research will be carried out, and mature hospitals will participate in the approval program. The National Development and Reform Commission will further discuss, establish and implement the policy support system of national and local governments to the national medical centers to accelerate the construction progress.
