On October 9, 2021, International Health Exchange and Cooperation Center of National Health Commission held an online training meeting of cooperation mechanism for 30 China-Africa counterpart hospitals, which was presided over by Zhou Jian, Secretary of Discipline Inspection Commission of International Health Exchange and Cooperation Center of National Health Commission. Heads of counterpart hospitals, relevant staff from provincial health commissions, preliminary assessment experts from corresponding provinces, and leaders and team members of frontline medical teams and more than 150 affiliations attended the training meeting. Head of counterpart discipline construction, project proposal writer, Yang Jian, Director of Department of Medical Imaging, Yin Zhanhai, Deputy Director of Department of Orthopedics, Deputy Director Li Xuelan and Deputy Director Yang Xiaofeng from Department of Obstetrics and Gynecology, and Ren Hui, Deputy Director of International Exchange Office attended the meeting.
Prior to the meeting, Deputy Director Ren Hui shared the problems and current progress in the preparation of the whole project since receiving the task in August, 2020, and put forward subsequent work plan.
At the meeting,International Health Exchange and Cooperation Center of National Health Commissionexplained and analyzed the existing problems in the received project proposals, aiming to achieve precise goals, explicit methods and detailed budgets for each project.
Zhang Chaoyang, former director of Center of Health Supervision of National Health Commission, gave a lecture entitled "Management of International Health Project in Preparation Stage", and delivered in-depth explanation of the framework theory. Director Zhang Chaoyang stressed that it was necessary to emphasize 4 key points: logical framework of project application, project design and feasibility assessment, target setting and environmental analysis, stating that all affiliations are required to strictly follow the principle of "demand, expectation, operability, measurability and sustainability" and realize the 8 key points from precise positioning of project objectives to collaborative management of international health projects.
Secretary Zhou Jian summarized the speech given by Director Zhang Chaoyang. He required all affiliations to clarify the relationship between the project concept document and the project proposal, first answer the list of questions in the concept document, focus on the problems, determine the implementation pathway, save the project budget and resolve the problems related to project sustainability. The responsibilities of each affiliation at all levels should be clarified. The frontline medical teams, hospitals, National Health Commission and health commission of each province should perform their duties and work together to smoothly implement the project.
After the training meeting, Secretary Zhou Jian and Director Zhang Chaoyang answered the practical problems encountered by the participating affiliations during the process of project preparation. Yin Zhanhai, Deputy Director of Department of Orthopedics and Li Xuelan, Deputy Director of Department of Obstetrics and Gynecology also received guidance from Secretary Zhou Jian and Director Zhang Chaoyang on the counterpart cooperation projects of Omdurman Friendship Hospital in Sudan and Kamzu Central Hospital in Malawi.
According to the work arrangement of National Health Commission, our hospital has successfully established counterpart hospital cooperation with Mzuzu Central Hospital, Kamzu Central Hospital in Malawi and Omdurman Friendship Hospital in Sudan. Up to now, four disciplines from our hospital have basically completed the project proposals for three counterpart cooperation hospitals. Subsequently, our hospital will further improve the project proposals and complete the application procedures according to the guidance of National Health Commission, improve the counterpart cooperation mechanism with characteristics and highlights and showcase the positive image of our hospital and our country in Africa, aiming to strengthen China-Sudan and China-Malawi partnership in the field ofmedical health.
