To promote the construction of China-Africa friendship hospital and the cooperation between Chinese and African counterpart hospitals, the First Affiliated Hospital of Xi’an Jiaotong University (XJTU) has successfully established counterpart hospital cooperation relationship with Mzuzu Central Hospital in Malawi, Kamzu Central Hospital and Omdurman Friendship Hospital in Sudan according to the work arrangement of National Health Commission.
In September, 2020, our hospital actively contacted and coordinated medical aid teams to conduct preliminary research work on the counterpart hospitals after receiving the task of counterpart hospital cooperation project. Up to now, our hospital and medical aid teams have jointly carried out remote connection with 3 foreign counterpart hospitals for 24 times, conducted themed training for 11 times to share the prevention and control experience of COVID-19 pandemic, pandemic prevention knowledge and diagnosis and treatment plans, and delivered training programs for 163 medical staff in the recipient countries. Meantime, our hospital has participated in 2 meetings on the implementation of China-Africa counterpart projects organized by National Health Commission and Center for International Exchange and Cooperation, held 1 themed meeting in Malawi, organized 3 in-hospital communication and coordination meetings, and submitted brief reports to Shaanxi Provincial Health Commission for 6 times.
Under the guidance and support of National Health Commission, Center for International Exchange and Cooperation, Shaanxi Provincial Health Commission and medical aid teams to foreign countries, Department of Orthopedics, Clinical Laboratory, Department of Medical Imaging and Department of Obstetrics and Gynecology were eventually selected as the key specialties after multiple rounds of communication and discussion with foreign hospitals according to their actual development requirements.

Organizing in-hospital communication and coordination meetings
At the present stage, the project proposals of all specialties on the cooperation mechanism between Chinese and African counterpart hospitals have been drafted. On May 18, our hospital organized a Project Proposal Report in conjunction with Expert Assessment Meeting on Cooperation Mechanism between Chinese and African Counterpart Hospitals to better implement these measures. At the meeting, Assistant-to-President She Junjun briefly introduced the background and significance of these counterpart hospital cooperation projects. Ren Hui, Deputy Director of International Exchange Office, shared and reported the cooperation between our hospital and African counterparts, global responsibility of our hospital during COVID-19 pandemic and the progress of counterpart hospital cooperation projects.



Subsequently, our hospital gave an explicit report on the overall objectives, staged tasks, technical contents and specifications, work schedule, expected output and budget of the construction of counterpart specialties including orthopedics, clinical laboratory, medical imaging and obstetrics and gynecology. The leaders of four specialties expected to fully support the counterpart hospitals to launch the construction of key specialties and enhance the comprehensive capability of African counterpart hospitals by using cooperative modes, such as remote consultation and experience sharing, multi-modal and multi-channel talent training, joint research, technical exchange, mutual staff visit or virtual mutual visits.




After the project report briefing, the experts from our hospital put forward corresponding opinions and suggestions on the project content and implementation measures.
Following in-hospital expert assessment meeting, the project proposal drafts of each specialty were revised and modified according to the opinions put forward by the experts. Our hospital repeatedly invited the leaders and experts from Shaanxi Provincial Health Commission to deliver constructive guidance on the implementation of these projects. On May 25, our hospital held the second expert assessment meeting of cooperation mechanism between Chinese and African counterpart hospitals. Wang Hui, a first-grade researcher from Shaanxi Provincial Health Commission, Xiao Hui, a third-grade researcher from Shaanxi Provincial Health Commission, Wang Kangli, Deputy Director of Center for Health Talent Service and Foreign Affairs Exchange, Dang Weibo, Director of Department of Foreign Affairs of Center for Health Talent Service and Foreign Affairs Exchange, and heads of relevant key specialties and administrative departments in our hospital attended the meeting. The meeting was presided over by Assistant-to-President She Junjun.


The leaders of 3 projects reported the revised project proposal drafts to leaders and experts from Shaanxi Provincial Health Commission.




Leaders and experts from Shaanxi Provincial Health Commission delivered professional guidance on the purpose, significance, content feasibility, work basis and budget of the project proposals, and comprehensively supervised the project direction, operability and budget expenditure.
After the expert assessment meeting, the leaders and experts delivered discussions with the leaders of each specialty regarding the revision direction, application requirement and implementation measures of the project proposal.
A total of 30 Chinese and African Counterpart Hospital Cooperation Mechanism Projects are of profound and far-reaching significance. Our hospital will build the counterpart hospital cooperation mechanism into an important platform for medical and health cooperation between China, Sudan and Malawi, striving to improve the medical levels in African counterparts and make contributions to the well-being of people in Sudan and Malawi and strengthening China-Africa friendship.
