The “Third China-International Organ Donation Conference and the 4th Silk Road • China Organ Donation and Transplantation Development Forum” coming to a successful close

During September 20-22, 2018, the “2018 China-International Organ Donation Conference and the 4th Silk Road • China Organ Donation and Transplantation Development Forum” was held in the ancient capital of Xi’an. The conference was sponsored by the National Health Commission and the Red Cross Society of China, sponsored by the China Human Organ Donation and Transplantation Committee, China Organ Transplantation Development Foundation and China Organ Donation Administrative Center, co-sponsored by the International Transplantation Society, Shaanxi Health Commission, Shaanxi Red Cross Society and Xi'an Jiaotong University and organized by the First Affiliated Hospital of Xi’an Jiaotong University.

The following participants attended and addressed at the opening ceremony of the conference, including Huang Jiefu, Deputy Director of the Committee of Education, Science, Culture, Health and Sports of the 12th national committee of the CPPCC, Chairman of China Human Organ Donation and Transplantation Committee and President of China Organ Transplantation Development Foundation, Marcelo SánchezSorondo, Dean of the Vatican's Pontifical Academy of Sciences, Francis Delmonico, Former President of the International Transplantation Society and professor of organ transplantation from the Massachusetts General Hospital of Harvard University, Phillip O’Connell, Former President of the World Organ Transplantation Society, Lincoln Chen, President of Chinese Medicine Foundation in US, Michael Millis, Vice President of the global surgical as well as Gao Yang, Deputy Secretary General of Shaanxi Provincial People's Government, Guo Yanhong, Deputy Director General of the Medical and Health Administration of the National Health Commission of the PRC and Wang Ping, Vice President and Secretary General of the Red Cross Society of China.

Themed by “China’s Organ Donation and Transplantation Industry in the Center of the World Stage”, the conference fully demonstrated China’s fair and transparent system of organ donation and transplantation for citizens to the world, offering a new referential organ donation mode and experience with the unique “China Model” to the world.

This conference attracted more than 1,500 international and domestic well-known experts and scholars in the organ donation and transplantation field and leaders from the provincial health and family planning commission and Red Cross Society and hospitals with transplantation qualification and directors from the transplantation department, where they extensively listened to the evaluation of international experts and professional organizations on our organ donation and transplantation industry, absorbed foreign advanced concepts and experience, publicized the Chinese model of organ donation and fully demonstrated achievements of organ donation in China, making the world better understand the current situation of organ transplantation and tremendous development potential in China. Attendees also made a full academic exchange on international ethics, regulations and management of organ donation and transplantation and shared experiences in donation and transplantation and international cooperation in Australia and United States, which will further promote the healthy and stable development of organ donation and transplantation in China, benefit the health of our people, fulfill the "transplantation dream" of China's transplant industry and better promote the “Chinese Model” to the worldwide, thus benefiting all patients needing organ transplantation.

At the conference, Huang Jiefu, Chairman of China Human Organ Donation and Transplantation Committee, delivered a speech themed by “China’s Organ Donation and Transplantation Industry in the Center of the World Stage”, and made a detailed introduction to the legal framework, related policies and working system of human organ donation and transplantation in China. Officials and expert representatives at the conference highly appreciated China’s development achievements in terms of citizen’s voluntary donation, organ procurement and distribution, clinical skills of organ transplantation as well as the growing stringent regulation of relevant departments of the Chinese government on organ donation and transplantation. Huang said that China is willing to share “China Experience” and “China Scheme” with countries around the world. Meanwhile, he believed that China’s human organ donation and transplantation system is far from mature, but also needs to draw experiences from other countries. From his point of view, China shall continue to strengthen and deepen international exchanges and expand cooperation in breadth and depth under the framework of the Belt and Road initiative, and make its due contribution to the global implementation of the WHO’s Guidelines on Cell, Tissue, and Organ Transplantation.

In the National Health and Family Planning Commission’s Work Report and Work Deployment on Organ Transplantation, Guo Yanhong, Deputy Director General of the National Health Commission introduced that the quantity and quality of organ donation and transplantation in China have reached the world’s advanced level. In the future, China will further strengthen the construction and development of organ transplantation, improve and elaborate the legal and regulatory framework of organ donation and transplantation in line with the national conditions, and promote the standardized development within the legal and ethical framework. Measures shall be taken to continuously improve a more equitable and efficient system for organ donation and transplantation, procurement and distribution, clinical services, scientific registration and regulation, innovate the regulation pattern and create a working pattern of government supervision, hospital autonomy, industry self-discipline and social supervision.

Lincoln·Chen, President of China Medical Board said that China’s organ transplantation reform reflects WHO’s guiding principles of impartiality, transparency and fairness, and the "China Model" created not only conforms to Chinese culture and national conditions, but also embodies international values and ethical standards, having reference significance.

The conference was divided into several themes for related reporting and discussion, and the “China Model” draws widespread attention from global experts and overwhelming response. The “China Model” of organ donation and transplantation has six main features:

1. Comprehensively build a legal framework for organ donation and transplantation at the national level to ensure that there are laws to be followed and strictly observed.

2. Establish five major scientific systems of national organ donation and transplantation led by the government and participated by multiple parties.

3. Creatively put forward the scientific standards and procedures of organ donation after the cardiac and cerebral death in China, ensure that the organ procurement complies with legal norms, establish an information-based supervision platform and lead the organ transplant supervision to the period of big data.

4.Create a donation and transplantation humanitarian aid system with Chinese characteristics and promote a virtuous cycle of citizen organ donation after death.

5.Give full play to the advantages of the system and create a system of donation and transplantation security system that the whole society participates.

6. It is the humanistic spirit of great love to fully carry forward the traditional Chinese virtues and promote organ donation in the whole society.

“We have made tremendous progress in the field of organ transplantation in China, which is very impressive”, Dr. Scheider, Assistant Director-General and Director of the General Office of WHO said when accepting an interview of the Global Times. He said that China’s organ transplantation industry has been integrated into the world-class moral evaluation system, and China will become a prominent player in transplantation and serve as a model for the countries in the world. In March of this year, the Vatican's Pontifical Academy of Sciences delivered a declaration at the Global EIA Conference and pointed that China’s organ transplantation reform reflects the WHO’s guiding principles of impartiality, transparency and fairness, having reference significance. These achievements will usher China into a new era of organ donation and transplantation, which is consistent with the requirements of the UN’s sustainable development goals. The basic features of China’s model reflect the China Government’s strong determination of continuous reform and joint cooperation of professionals in the transplantation field under the leadership of the Professor Huang Jiefu with the government as well as the effective implementation of various reform measures for organ transplantation.

All guests and experts attending this conference highly affirmed the achievements made by China’s organ donation industry and praised the overall strength of the organ transplantation center of our hospital and the work made in promoting the development of China’s organ donation industry, and hoped that the organ transplantation center of our hospital will make another splendid achievement and display glamour charm on the world stage.
