In order to further promote the development of psychological medicine and mental health, construction of general hospital psychiatry department, and improve mental health service capability of general hospital in the province, the inauguration of the first domestic General Hospital Mental Health Association was held in the lecture hall on the 3rd floor of new Science Building of our hospital on October 14. Zhang Lei,Deputy Director of medicine administration bureau of NHFPC, the leading group of our hospital and about 140 hospital directors across the province attended the event. The ceremony was chaired by Deputy Dean Wang Maode.
Zhang Lei, Deputy Director of medicine administration bureau of provincial NHFPC, addressed at the ceremony. He said that the enhancement of mental health and safeguard and improvement of people’s mental health are the indispensable conditions to fully promote the idea of rule by law, innovative social governance, and advance harmony of society, and of significance to build a healthy and stable county with adequate legal system. In order to give the superiority of the First Affiliated Hospital of Xi’an Jiaotong University into full play, raise the diagnosis and treatment level of mental health department of general hospital in the province, promote homogenization of mental medical service in general hospital, explore the construction mode of mental psychology special department, and improve overall development of psychological department of general hospital in Shaanxi province, under the lead of the First Affiliated Hospital of Xi’an Jiaotong University, Shaanxi general hospital mental health association is established. According to the work arrangement made by Shaanxi NHFPC, medical administration has approved the First Affiliated Hospital of Xi’an Jiaotong University to take lead in establishing Shaanxi quality control center of mental disease, for the purpose of promoting province-wide diagnosis and treatment standard of mental disturbance, and further strengthen quality construction of psychological department, promote hierarchical diagnosis and treatment in the department, reinforce prevention and healthcare, and improve service standard of mental medical treatment during general hospital grade review in the future.
He hoped the establishment of general hospital mental health association may facilitate further cooperation and mutual improvement,and also expected the First Affiliated Hospital of Xi’an Jiaotong University to fully play its leading role in bringing benefit to people of Shaanxi and promote the development of Shaanxi by ensuring people’s mental health from every aspect. He also countedon Shaanxi general hospital mental health association to seek out a mature mode for others to take example by.
After the speech, Zhang Lei, Secretary Ma Xinge, Deputy Dean Ma Xiancang, and Deputy Director of mental health department, Chen Yunchun and Chen Ce presented certificates to the First Hospital of Yulin, the Second Hospital of Yulin, Yan'an People’s Hospital, Tongchuan Mining Bureau Central Hospital, Tongchuan People’s Hospital, Baoji Central Hospital, Xianyang Central Hospital, Weinan Central Hospital, Hanzhong Central Hospital, and Hanzhong San Er Ling Yi Hospital.
Afterwards, Deputy Dean Ma Xiancang made a special report titled “The development urgency of general hospital psychological medicine and the working assumption on establishing Shaanxi general hospital mental health association”, from the perspective of status quo, urgency of psychiatric development, and visualization of association. He said in the report, according to the data published by WHO official website in February 2017, the number of people suffers from depression has reached 322 million, with an increase of 18.4% from 2005 to 2015. The number of people suffers from depression in China is 40 million, depression is expected to be on the top of burden of disease in China by 2030, According to a random survey in 4 Chinese provinces during 2001-2005, the prevalence rate of anxiety disorder is 5.628%. Outpatient rate of anxiety disorder in general hospital is high but recognition rate is very low. The majority of patients seek for repetitive treatment after feeling unfit in body, but less than 5% receive effective treatment. As mental health issue comes to the concern of public, the establishment of mental health association is inevitable outcome. He claimed Shaanxi general hospital mental health association will be built within hospital and benefited from grade review, transfer treatment, talent training, intractable case, and department cooperation. The association is established for strengthen cooperation and make mutual development. Under the lead of The First Affiliated Hospital of Xi’an Jiaotong University, it will ensure people’s mental health from every aspect, reinforce prevention and healthcare, improve mental health service standard, and promote homogenization of mental medical service in general hospital and benefit people of Shaanxi.
