On the morning of April 17, 2026, a delegation from the Maldives, including Mohamed Bassam Adam, Chief Executive Officer and Vice Chairman of the International Halal Tourism Organization (IHTO), Ibrahim Muhammad, Member of Parliament of the Maldives, and Ali Nahiz, Chief Operating Officer and Director of Innovation and Industrial Development, visited the First Affiliated Hospital (FAH) of Xi’an Jiaotong University (XJTU) for discussions and exchanges. Li Xiaopeng, Vice President of the FAH, together with the heads of relevant disciplines, participated in the exchanges. Li Fengli, Director of the Asia-Africa Department of the Shaanxi Provincial People’s Association for Friendship with Foreign Countries, and Zhang Bin, Executive President of Xi’an International Medical Center, also attended the meeting. The meeting was chaired by Yao Hongmei, Deputy Director of the International Exchange and Cooperation Center.

Vice President Li Xiaopeng delivered a speech on behalf of the FAH. He stated that the visit of the Maldivian delegation was not only an opportunity to deepen friendship, but also an important occasion to promote pragmatic cooperation between the two sides in such fields as health tourism, international medical services, technical exchanges, and talent cultivation.

Mohamed Bassam Adam gave a detailed presentation on the establishment of a cross-border hospital collaboration network for tourism safety and expressed both the willingness to cooperate and the specific plan for such cooperation. He stated that the Government of the Maldives would provide active support at the policy level and promote the establishment of a long-term cooperation mechanism between the two sides in the areas such as tourism medical safety and medical quality assurance.

During the discussion session, representatives of the FAH introduced the work in international cooperation and international medical services. Ibrahim Muhammad expressed on behalf of the Government and Parliament of the Maldives their firm willingness to promote medical cooperation between the two sides. He emphasized that the Maldivian side would ensure policy compliance and the implementation of relevant safeguards, so as to provide strong support for cross-border medical cooperation.


In her concluding remarks, Li Fengl fully affirmed the outcomes of the discussions and exchanges, and suggested that the two sides establish a long-term mechanism to pragmatically advance cross-border hospital cooperation and promote deeper and more substantive cooperation between China and the Maldives in the field of medical and health care.

The discussions have further consolidated the foundation for cooperation between the FAH and the Maldivian side.
